Usually, though, you may simply leave a comment on the issue and request to be assigned that bounty.

If you require further clarification regarding the bounty, you may open an issue in the repository.
Alternatively, you can submit a pull request to the repository with the required modifications.

What does "locked" mean ?

A "locked" issue implies that someone else is working on it.

Why show "locked" bounties on bountyboard ?

Project maintainers are busy people.
Sometimes they can forget to unassign bounties, even if it hasn't been worked on for months!
If a particular "locked" bounty fits that description, it is probably okay to pick up!
